PLENARY SPEAKERS

Reynaldo Velazquez
Dr. Reynaldo Velázquez Zaldívar, Cuba Ministry of Higher Education (MES) As Vice Minister for the Cuba Ministry of Higher Education, Dr. Reynaldo Velázquez Zaldívar oversees the internationalization strategy and policy for the nation’s universities. He is an expert in organizational management, leadership, human capital, university management and economic-financial management. Prior to his role as Vice Minister, Dr. Velázquez Zaldívar served as general director of undergraduate with MES and Rector of La Universidad de Holguín. Dr. Velázquez Zaldívar received his Ph.D. in Technical Sciences and Masters in Management of Human Resources from the La Universidad Tecnológica de La Habana “José Antonio Echeverría” (CUJAE) and his undergraduate degree in industrial engineering from La Universidad de Holguín.
Jose Cabrales

Dr. José A. Cabrales, American Association of State Colleges and Universities (AASCU)

José A. Cabrales is the vice president and chief operating officer at AASCU, overseeing operations, human resources, research, and membership services. He also serves as the secretary of the AASCU board of directors. Previously, he managed AASCU Consulting and led student success initiatives. Before AASCU, Cabrales worked at The Education Trust and Excelencia in Education. A first-generation college student from Watsonville, California, he holds a doctorate in educational leadership and policy studies from Iowa State University, a master’s in student affairs administration from Michigan State University, and a bachelor’s in marketing from Santa Clara University.

Leteska Moeketsi Lesotho
Dr. Moeketsi Letseka, University of South Africa (Unisa)
Prof. Moeketsi Letseka is the UNESCO Chair on ODL at Unisa and a professor of philosophy of education. He is the Editor-in-Chief of *Africa Education Review*, a journal published by Unisa Press and Taylor & Francis. He serves as Chairperson of the Finance Standing Committee of the WCCES and is on the council of Da Vinci Institute. Prof. Letseka was a senior researcher in the HSRC’s Carnegie-funded study on higher education-industry partnerships. He co-edited a special edition of *Industry & Higher Education* on this topic.
Dr. Shannon Marquez
Dr. Shannon Marquez, Columbia University
Dr. Shannon Marquez is the Dean of Global Engagement and Director of the Columbia University Center of Undergraduate Engagement. She previously served as Vice Provost for International Development at Drexel University, where she founded and led multiple global health initiatives. Dr. Marquez is an internationally recognized scholar in global health, with expertise in water, sanitation, and hygiene (WASH), and environmental health. She has held faculty appointments at several international institutions and has extensive experience in developing and implementing global education programs. Dr. Marquez’s work focuses on achieving the Sustainable Development Goals in low- and middle-income countries.
